INTRODUCTION

After decades of neglect, wealthy countries have finally started to fund large-scale programs to improve access to health care and medicines among the poor. Significant funding

 

is becoming available to fight HIV/AIDS, tuberculosis and malaria through entities such as the Global Fund and the World Bank.

In December 2003, the World Health Organization launched its "3 by 5" initiative , the global target to get three million people living with HIV/AIDS in developing and middle income countries on antiretroviral treatment by the end of 2005. It is a step towards the goal of providing universal access of HIV/AIDS prevention and treatment services for all who need them as a human right.

All of these developments are good news for the poor. However, numerous countries are still limited in their capacity to design and implement large scale programs. In particular support of the "3 by 5" initiative, World Response has therefore set up a service to provide assistance to governments, NGOs and international organizations.

World Response Director Guido Bakker was the Global Fund's Procurement Manager between August 2002 and July 2004. In this capacity, he was responsible for co-designing and implementing the Fund's infrastructure to manage health product procurement by its recipients. As Director of World Response, he now uses this experience and expertise to manage World Response consultancy services.
